Water:
Stormwater Management and Permitting

Stormwater Best Practices Manual

Barr was founded as a water resources firm; we have decades of experience in stormwater management, permitting, and a wide range of hydrologic and hydraulic projects. Through our extensive experience with water management organizations, cities, counties, state and federal agencies, and private developers, Barr has developed and drafted state-of-the-art stormwater management techniques, practices, governmental regulations, and specific design criteria.

Over the last 30 years, we've prepared hundreds of municipal stormwater management plans that have required extensive coordination with the public, local and regional governments, and state and federal regulatory agencies. We review developments and projects for conformance with water management plans, permits, policies, standards, and criteria. We offer design and construction coordination of hydraulic structures, such as water-quality treatment facilities, sewers, channels, dams, inlet and outlet structures, and pump stations. Our projects range from relatively small local efforts to multimillion-dollar projects involving more than a dozen governmental agencies.

Barr is renowned for our national leadership in the area of stormwater management and offers our clients the following range of services:

  • Urban and rural water resources planning
  • Flood and erosion control
  • Feasibility studies
  • Stormwater management plan development
  • Stormwater utility design, development, and implementation
  • Hydrologic and hydraulic modeling
  • Infrastructure inventory and assessment
  • Geographic information systems
  • National Pollution Discharge Elimination System permitting
  • Water resources analysis and modeling
  • Plans and specifications for construction projects
  • Construction coordination

Stormwater BMP Manual
Prepared for the Metropolitan Council by Barr (with the support and guidance of the cities of Minneapolis and St. Paul and three watershed districts), the Minnesota Urban Small Sites BMP Manual offers 40 concise and practical stand-alone guides for improving the quality of lakes and streams by controlling erosion and pollutant runoff and reducing the volume of stormwater runoff.

Download PDF files of the BMP manual by visiting our Hot Topic archives or the Met Council's site:

Burnsville Stormwater Retrofit Study
This watershed study conducted by Barr for the City of Burnsville, Minnesota, demonstrates the effectiveness of rainwater gardens in reducing stormwater runoff in a suburban neighborhood.
