Chemical Facility Anti-Terrorism Standards
The Department of Homeland Security (DHS) has finalized the list
of chemicals regulated under the Chemical Facility Anti-Terrorism
Standards (CFATS). Any facility that manufactures, uses, stores, or
distributes a single listed chemical at or above a screening threshold
quantity (STQ) must submit a Top-Screen questionnaire to the DHS within
60 calendar days of possessing chemicals at or above an STQ.
Over 300 chemicals are
regulated and a wide variety of industries are affected, including
universities, refineries, mining operations, and chemical
manufacturing, storage, and distribution facilities. There are
only a few exceptions - CFATS does not apply to facilities regulated
pursuant to the Maritime Transportation Safety Act, public water
systems, water treatment facilities, Department of Defense or
Department of Energy facilities, and facilities subject to extensive
regulation under the Nuclear Regulatory Commission.

Analysis
RMPs address the potential for responding to accidental catastrophes,

imagine that possibility, but to avoid thinking about it can

now and developing countermeasures and security precautions
before something happens can greatly reduce the risk of being
taken by surprise.
