B.J. Knapp, Andrea Collier, Jerry Gibbs, and David Koltz join Barr

Barr adds a senior electrical engineer in Minneapolis, a senior environmental engineer in Jefferson City, and a senior water resources consultant and senior environmental engineer in Salt Lake City.

Senior electrical engineer B.J. Knapp, PE, joins Barr with 11 years of experience on projects involving OEM machine automation, electrical construction for mineral processing plants, large-scale control systems, and plant commissioning. B.J.’s areas of expertise include control systems design and implementation involving PLC programming, motor and servo control, and industrial networks. 

Andrea Collier is a senior environmental engineer who joins Barr with nearly 15 years of experience in water and wastewater infrastructure design and planning, pollution control, and waste management. Her areas of expertise include wastewater treatment and permitting, stormwater management, drinking water treatment and distribution, water supply planning, sewer inflow and infiltration assessment, and dam and reservoir operations.

Jerry Gibbs, senior water resources consultant, joins Barr after working for more than three decades on projects involving public works operations, water resources, grant acquisition, and facility development. His areas of expertise include knowledge of the Wasatch Front and Back water industries in Utah as well as water supply, water treatment, hydraulic and hydrologic analysis, and flood control.

David Koltz joins Barr as a senior environmental engineer with more than 20 years of experience in the public and private sectors. At Barr, he will assist clients with water and wastewater permitting and regulatory compliance. Most recently, Dave was a regulatory compliance engineer at Salt Lake City’s water reclamation facility; before that, he managed its pretreatment program. Dave also worked in the natural gas industry.
