At over 1,000 acres, Carey Lake Park is Hibbing’s largest park. To meet growing demand for year‑round recreation while protecting the park’s natural character, the City of Hibbing partnered with Barr to update the park’s master plan and guide phased improvements. This work established a clear framework for phased implementation and supported the siting, design, and construction of a new campground and improved trail system.
Barr worked closely with the city to evaluate existing park conditions, identify opportunities and constraints, and develop a long‑term vision for expanded recreational use. Community input gathered through the Hibbing Parks and Trails Master Plan helped shape priorities, with strong interest in a new campground and expanded trail opportunities. Barr translated this input into a clear, actionable plan that balanced recreation, environmental stewardship, and future flexibility.
Environmental considerations were central throughout planning and design. Barr completed wetland delineation and a Phase I cultural resource investigation so that new facilities avoided sensitive resources and preserved the park’s ecological and cultural features.
With the updated park plan in place, Barr led the design of a new RV campground, developing construction‑ready plans and a phased approach that allowed the city to move forward as funding became available. Early construction focused on essential infrastructure, followed by trail improvements, a new ski trailhead, parking upgrades, and supporting site features. Future phases will complete the campground with RV sites, amenities, and support facilities.
When improvements are complete, Carey Lake Park will offer expanded opportunities for camping, skiing, hiking, biking, and other outdoor recreation. The project protects natural and cultural resources, provides a flexible framework for future investment, and establishes Carey Lake Park as a lasting recreational cornerstone for Hibbing and the Iron Range.
