In 2002 the City of Roseau experienced its flood of record when 8–14 inches of rain fell across the Roseau River watershed, causing major property damage. As part of the recovery effort, Barr helped a local consultant prepare a flood-hazard-mitigation plan and design infrastructure repairs and improvements needed to get the city back on its feet.

A centerpiece of this plan was a 100-cfs flood-pumping station. The station pumps storm-sewer drainage during periods of high river flow while preventing the river from backing up into the city's storm-sewer system. Construction incorporated a trench-well design that saved costs and significantly reduced the pump station's foot print. In operation since 2005, the station has successfully protected the community from flooding.
