helping redevelop an old municipal dump into a senior housing facility and library

When the Scott County Community Development Agency (CDA) sought to redevelop an old municipal dump in Elko New Market, Minnesota, they hired Barr to help create a residential setting free of environmental hazards. Barr worked closely with the local developer to investigate and complete remedial actions for environmental concerns at the property in conjunction with construction activities. Barr also aided the CDA in obtaining approximately $400,000 in environmental cleanup grants from state and regional funding sources.

Barr coordinated with the Minnesota Pollution Control Agency’s Voluntary Investigation and Cleanup program to gain approval of necessary corrective actions, which involved a complete dump removal and cover soil application. We also provided a variety of other services in support of the redevelopment, including geotechnical evaluations and wetland delineation.

Completed in 2012, the redevelopment consists of a 49-unit multi-story senior housing facility with below-ground parking and an attached public library.
