Heather has nearly 25 years of experience with natural resources and environmental project management in New Mexico. She manages Clean Water Act (CWA), National Environmental Policy Act (NEPA), and Endangered Species Act (ESA) compliance processes for projects in the sectors of energy and utilities, transportation, stormwater and water infrastructure, and housing and development.
Her experience includes preparing NEPA documentation, CWA sections 401 and 404 (“waters of the United States” evaluations and permit applications), biological assessments and evaluations, fatal flaw analyses, and Phase 1 environmental assessments. She also provides scoping services, prepares proposals, conducts delineations to define waters of the U.S., assesses habitat suitability for protected species, and conducts internal document review.
