John Toll

For over 35 years, John has provided technical and strategic support to clients responsible for assessing and reducing environmental risk associated with contaminated sites and pollutant discharges. His work includes site-specific projects, guidance development, and research to improve the science behind environmental regulations. A common aspect among these types of projects is that they aim to improve the cost-effectiveness of protective environmental regulatory decisions.

John has authored approximately 40 peer-reviewed publications throughout his career and currently serves as a deputy editor-in-chief of Integrated Environmental Assessment and Management. He is also a founding member of the Council of the International Board of Environmental Risk Assessors (IBERA), a not-for-profit organization that develops and administers professional certification exams for environmental risk assessors worldwide. John was a partner, and later a managing partner, for 19 years at Windward Environmental, which became part of Barr in 2025.
