Rachel has more than a decade of water resources experience. She manages baseline studies that inform state water-quality rulemaking, including serving on committees and collaborating with federal and state agencies. Her doctoral research focused on nutrient cycling and population dynamics of wild rice stands in northern Minnesota, where she interned with the Fond du Lac Reservation Resource Management Division and assisted with wild rice lake water-quality monitoring. Since the MPCA began requiring wild rice surveys in 2009 for facilities in northern Minnesota, Rachel has conducted, directed, and been involved with every study. Her work also includes reviewing and amending drafts of environmental impact statements for mining clients as well as wetland, solar power, public water, and public land permitting. Prior to joining Barr, Rachel worked in both the public and private sectors in Hong Kong, Vietnam, and China.
