Taylon Earl

Taylon, who has 15 years of experience in the mining sector, helps clients identify, scope, and manage integrated environmental and engineering projects in all stages of the mining lifecycle, particularly projects that involve state-agency permitting and the federal NEPA process. He synthesizes work produced by multiple team members in a variety of disciplines to create documents for regulatory review. Over the years, his work has involved frequent interactions with federal, state, and local regulators; resource managers; nongovernmental organizations; and the public. Agencies at which he's cultivated relationships include the:

  • U.S. Bureau of Land Management (BLM)

  • U.S. Forest Service (USFS)

  • Mining Safety and Health Administration (MSHA)

  • Utah Divisions of Oil, Gas and Mining (DOGM), Environmental Quality (DEQ), Air Quality (DAQ), and Water Quality (DWQ)

Before joining Barr, Taylon filled a series of roles at Utah's Skyline underground coal mine. Most recently, he served as senior environmental engineer focusing on air-quality and NPDES permitting and compliance; his career at Skyline also included managing the surveying department and MSHA respirable-dust program, as well as the drone photogrammetry program.
