Responsive, year-round guidance for managing water supply

The Pine River Irrigation District (PRID) manages Vallecito Reservoir to serve agricultural users, municipalities, and tribal interests in the Pine River Basin, near Durango, Colorado. This requires balancing spring runoff capture, downstream delivery obligations, and flood risk as precipitation and water availability change from day to day and season to season. To support safe, compliant operations, PRID engaged Barr to provide year-round hydrologic support.

Barr delivers on-call hydrology services that support PRID’s daily and seasonal needs. We assemble and interpret runoff forecasts using snowpack data, basin conditions, and observed trends, translating complex information into clear operational guidance. During the runoff season, we support weekly discussions with updated inflow projections and scenario-based insights to inform release and storage decisions. Outside of peak runoff, we assist with pre-season planning, including spring fill expectations, shortage risk, and fall and winter release planning. 

We also provide monitoring and rapid-response support during storm events or changing conditions, evaluating potential impacts on inflows and advising on operational responses that maintain safety and regulatory compliance. This flexible, on-call approach ensures PRID has timely access to expertise throughout the year. 

Our team presents forecast uncertainty and tradeoffs in a way that supports transparent, defensible decisions. Familiarity with basin conditions and operational constraints allows us to deliver guidance that is both technically sound and grounded in real-world considerations. 

Through this collaboration, Barr helps PRID manage reservoir operations more proactively—reducing risk, improving preparedness for variable conditions, and supporting reliable water delivery to the communities and users who depend on the Pine River system.
