To help redevelop a four-lot property with petroleum-contaminated soil in the Chester Park neighborhood in Duluth, Minnesota, Blumberg 1831 LLC hired Barr to develop a voluntary response action plan. The plan’s goals included making sure that accessible soils do not contain contaminants above risk-based guidelines and minimizing the migration of organic vapors into structures.

The response action work involved excavation and off-site disposal of nearly 1,300 tons of petroleum-contaminated soil, development of a stormwater management plan, and installation of a vapor barrier below the building slab. Barr also helped the Duluth Economic Development Authority prepare a successful application for a Minnesota Department of Employment and Economic Development grant for $145,000 in environmental cleanup costs. The site is now home to a three-story retail and apartment structure, a greenhouse, and community and café gardens. The project was a finalist for a 2014 Minnesota Brownfields ReScape Award in the Environmental Impact category.
