Barr has provided engineering services to Owatonna Public Utilities (OPU) for almost 20 years, including assisting with flood preparedness for Wells 2 and 4 which were built in the Straight River’s flood plain before it was known.

Barr’s recommendations guided simple repairs that raised Well 4’s wellhead above the flood plain, but the well house and that of Well 2 remained below flood level. In 2010, both well houses were inundated during a flood of record, but the modifications protected Well 4 and the utility successfully sandbagged Well 2.

Following the flood, the state identified the wells as critical infrastructure, and we worked with OPU to obtain full state funding to raise the wells out of the flood plain. Barr rehabilitated the existing infrastructure, performed hydraulic modeling, obtained a Letter of Map Revision (LOMR) to modify the floodway, and performed a geotechnical analysis—all while maintaining utility service and keeping well under budget.
