responding quickly to design a cofferdam constructed underwater

When North Dakota's flood-prone Devils Lake unexpectedly rose two feet in 2009, the need for a new dam became urgent. The Bureau of Indian Affairs (BIA) turned to Barr and Park Construction to design a 1.5 mile-long temporary cofferdam to hold back the lake waters to facilitate construction of a permanent dam and meet federal funding guidelines for the construction.

Barr worked under a tight deadline with limited geotechnical information to develop the cofferdam's design, completing it in only one week. We directed geotechnical testing during construction to verify assumed conditions and provided onsite review of construction practices and materials used. Park Construction worked around the clock to build the cofferdam under 15 feet of water, enabling construction of the permanent dam to proceed on schedule.
