Floodplain management expert joins Barr

The harmful effects of climate change in the U.S. Midwest are most often seen in extreme rainfall, which threatens communities and disrupts food production. For more than two decades, April Walker, PE, CFM, has been helping communities recover from devastating floods and prepare themselves for future events. A civil engineer and certified floodplain manager, April recently joined our Bismarck, North Dakota, office with over 20 years of floodplain management, disaster recovery, and emergency-preparedness experience. She also has hands-on expertise with citizen and stakeholder engagement.  

Before joining Barr, April was an important partner to our company on several major projects over the years, including the $3 billion Fargo-Moorhead flood-risk-reduction project executed in partnership with the U.S. Army Corps of Engineers. The project team took great care to identify and mitigate impacts throughout the project area.  “April’s commitment to solving North Dakota’s water resource issues for the benefit of our residents is unwavering, and we are fortunate to have her on our team,” said Barr Vice President Jason Westbrock. 

April brings a client lens to her work that stems from her time as city engineer for the City of Fargo and her continued roles on the North Dakota State Water Commission, International Red River Watershed Board, North Dakota State University Civil and Environmental Engineering Industry Advisory Board, and the Fargo-Moorhead Area Foundation Board. Now that April has joined the Barr team, we look forward to providing her with the technical support she needs to broaden the services she already provides to many clients throughout the Red River Basin, North Dakota, and beyond.

About April Walker

April Walker, PE, CFM, has more than 20 years of experience working on civil engineering infrastructure projects, including a five-year tenure as city engineer for Fargo, North Dakota. April previously operated her own consulting firm, A. Walker Consulting, where she helped clients with water supply services, project development, project administration, floodplain management, disaster recovery, emergency preparedness, flood risk reduction, and hazard mitigation.
